It's selective in that they apply the rules to things they notice. If you think that the 3 mods that are left read every post in every forum you're deluding yourself.
They likely look.at threads near the top.of page 1 or with new comments and read a few of them and occasionally take action. So most of the shitty behaviour simply goes unnoticed unless some butthurt phagot reports someone.
