OP needs to specify what they mean by "overall power". Are we talking the largest universe, the universe with the most powerful characters?

In either case, I'd go with the Star Trek universe in terms of both size and power level. It's multiversal, and the Q are some of the most powerful characters in fiction, beyond anyone in the Star Wars, LOTR, or Harry Potter universes, MCU or DCEU.
