You could make the argument that he's not the greatest saber duelist in the galaxy, but he's definitely up there, so the skill margin isn't as wide as you think.
Cap has super strength. Its debatable if worthy cap has his base level of super strength of an upgraded asgardian level thanks to his new hammer, but at the end of the day, he a strong boy, but not as strong as thanos.. Sidious has Telekinesis to counter that and has been shown to use liberally in fights to rag doll his opponents. Thanks to the wanda vs thanos skirmish in end game, we know that telekinesis wrecks thanks levels of super strength, so the actual power increase in negligible.
Cap has lightning. Sidious has lightning. So they square.
Cap as a shield and hammer. Neither is indestructible so the debate becomes if they are strong enough to withstand light sabers. Well, the hammer anyway, sidious could catch the shield and fling it away from the fight.
It might be pretty close, but it looks like sidious has the edge to me.
