Thor already has it in a manner of sorts if we take Odin at his word, as Odin told Thor in Thor: Ragnarok that Thor is already more powerful than he is.
Thor just needs to lay off the Ben & Jerry's and start lifting again. Which I assume will have happened by the time we see him in GoTG3.
If there is a direct mention of the Odinforce in the MCU, it will be when Thor actually believes he's the King of Asgard/Asgardians and properly assumes then mantle.

If Adam Warlock is coming and there's no reason to believe he isn't and the scuttlebutt is true about his epic power levels, Thor might need a boost as is in GoTG3 to compete.
