The Boys is a political allegory
On one side, you have soulless company Vought American, hedonistic self interested Supes, and their political backers.
On the other side is Billy Butcher, who single mindedly wants to rid the world of the first group, to the point he's willing to sacrifice his comrades and commit mass genocide to bring the status quo down.
The real fiction is Wee Hughie, an everyman who doesn't particularly care for the tactics of either side, and manages to put the breaks on both of them.
I'm fairly certain any real life Hughies get chewed up and spat out, if they're ever in a position to affect events at all.
