Who wins?

I'm going with Genie. His extradiegetic ability to rewind the film (not just rewinding time, but rewinding the film of itself) is above anything Q has ever done. Even with his no-kill rule, he could probably de-power Q, considering he literally controls the reality of the film.

Genie still has his limitations as a “slave to the lamp”.
