based on how doomsday clock was written and the intention of the story i would still side with manhattan he was a different character entirely from what’s normally shown.

Manhattan was beyond the dc multiverse he has already seen the future of Dc as he pointed out to superman he noted new crisis ,new villians, new threats. Even the current story with perpetua meant nothing to him.
