hmmm debatable, Hal and Zod are one each and, it was indicated in the narrative Zod faked defeat so the lanterns would overlook ZOd getting what he wanted.

A fully unleashed Hal can tap into the Oan power and own villains like Parallax or Sinestrollax. These are Heralds and not Kryptonians, however.

BTW, both Hal and Kyle have done well against Kryptonians in the past.
