Depends how much Terrax will use Earth control to keep his distance from Aquaman -- who can close him down very quickly [see him bullrushing Wonder Woman].

A healthy Terrax can manipulate entire planets. Arthur can't keep up with that. Terrax should also be quite a bit stronger and more durable. No contest imo.

Terrax should win

Terrax operates on a higher level, he would cut Aquaman in half honestly.

Arthur can keep up physically, but non jobbing Terrax with power cosmic and his spear weapon used effectively would win.
