You have some valid criticism of the way the articles are written. Even the ones of the Daily Mail, a rather right wing organization, is trying to blame Trump and Republicans specifically. I selectively chose to quote parts of it to not make such accusations. As I said in my previous post, I do think the blame lies with Democrats just as well.
As for the way that the money is distributed, you are right, but I also believe the articles are correct in saying that this is a burden on the taxpayers as a whole, those with the most money are advantaged to the tune of billions by having their tax burden disproportionately, in a country whose taxation is already comparatively low for the rich and for corporations (my opinion) that is a further burden on everyone that just simply does not make enough money for these levels of tax deduction.
Again, I believe you are right that this is a framing that is trying to imply that they are getting a stimulus check for that amount of money, but the quotes clearly say that 82% the benefits (not the stimulus payment), granted it is a question whether it is acceptable to calculate the cost of such a tax break into the future, but I also believe that is pretty standard procedure for joint commissions calculating costs like this one.
I appreciate your points though, many of them are very valid, it is important to look at framing like this.
