cartel territories take up the whole of mexico, as your map clearly illustrates. you seem to not understand the concept, so think of it in terms of the old u.s. mafia families: how many funny looks would you have recieved if you went around 1950 nyc or chicago and asked "where can i go in the city where there is no mafia?". eventually some helpful gentleman might say "look pal, if you want to avoid mafia territory, go take a drive to north dakota"
