Epidemiologists told us way way back in April: colder weather means more people indoors means closer and more frequent intimate contacts.
It's why "indoor mask mandates in common areas" were used and are still being used (despite those policies going against the science).

I guess personally, from a policy perspective, I would advocate for a better safe than sorry approach in terms of mask mandates. But I also get it's politically an incredibly heated topic.
Then we should setup sanitation stations and super-manufacture N95s. And fine people for touching their masks. If you wish to make masks compulsory and actually make it work.
