If a history exists where medical procedure's have been forced on a population, that was NOT to the publics benefit, it stands to reason forcing ANY medical procedure, including a vaccination, opens the door to further abuse.

Sure, except in a court, we're dealing with individual people where the worst case is someone escapes punishment.
in the case of authorities, we gamble with the health and safety of the public, giving the benefit of doubt that this trust will not be abused.
And the fact is, it has been abused in the distant past, in the recent past, and probably will be abused in the future. We simply have no guarantees.
