Liam is BB's villain, he only had a cameo in TDKR.Bane never felt really menacing especially after it was revealed that he was just a goon of Talia, the portrayal of Talia didn't work well, too.
It would have been much better if Ras was behind this and make a comeback.
Pardon my grammar, I meant to state that I disagree with you on Liam Neeson in BB being a superior villain to Tom Hardy's Bane in TDKR. I thought Bane was the better antagonist, though obviously not in Heath Ledger's ballpark:
1. Ledger's Joker in TDK
2. Hardy's Bane in TDKR
3. Neeson's Ra's Al Ghul in BB
I do agree with you that the plot for the first two-thirds of Begins is superior to Rises, though I argue that Rises has one of the best endings to a superhero franchise ever compared to the weaker third act of Begins.

To me Bane lost a lot of menace after it was revealed that Talia was the mastermind. And even before that, his open goal was to fulfill the wish of Ras so that's a bit weak to me.
Talia was a weak villain, too because she lacks of her own motive other than revenge+finish her dad's job. I think they should have their own motive.
