I'm not really sure who is at the top in canon, as I don't recall much emphasis being placed solely on h2h prowess. /shrug
As far as non-Force users are concerned, Thrawn is probably near the top(in canon, at least.)

As Zenwolf said, there's too many examples in Legends. I'll see if I can name a few.
I know Bultar Swan was said to be exceptional at martial arts, and her master Micah Giiet was as well.
Any practicioner of Teras Kasi, so that includes Ardyn Lynn, K'Kruk, Darth Krayt, the Pike Sisters, etc.
Speaking of Teras Kasi, there are other martial arts that have been mentioned, like Echani, which the Emperor's guards were trained in, and Stava.
That's not including all the strong force users, like Kar Vastor, Warb Null, etc.

I know I'm missing some things. I went into that list with a lot of ideas, and I kinda forgot some of them half-way through.
As for Canon, I'm not really sure, but I guess Ren from the Rise of Kylo series would count. Star Wars Resistance introduced a whole bunch of pirates and this woman, I think her name was Mika Grey. Din Djarin from the Mandalorian, obviously. And while we've got that show still in mind: Cara Dune, The Armorer, IG-11, Qin, Xi'An, Burg, Q9-0, and Mayfeld. There's prolly more in some other installments, but I don't care to look them up right now.
Also: I didn't know Thrawn was a hand-to-hand combatant? Was that always a thing?

Also before it was more inferring that he could do H2H combat, just not shown. Though it is shown that Thrawn is a pretty fast and very accurate marksman with a blaster.

Revan deserve a mention. He defeated Mandalore the Ultimate in H2H combat, and this Mandalore was a physical brute (knocked Alek off his feet with a single blow).
Revan defeated Yusanis in h2h and was revered by the Echani as a h2h combatant though.
