I guess Anakin would get that boost one way or another. If not because of anger, then because of frustration due to a fact, that he's facing superior combatant. AotC Anakin did a better job against Dooku then AotC Obi-Wan. By logic, AotC Obi-Wan should be slightly superior to his TPM self. Even if we assume that a skill gap between AotC Obi-Wan and TPM Obi-Wan was smaller then that rage boost that TPM Obi-Wan had, still AotC Anakin should be arround TPM boosted Obi-Wan. Still not enough for Maul, but for Qui-Gon? Who knows.
But even with a rage boost, Kenobi still got disarmed and beaten by Maul. Maul could have easily force pushed Kenobi down the shaft while he was helplessly dangling there, or just slashed him with his saber. But he got cocky and didn't use that opportunity to deliver the death blow.
AOTC Anakin was stomped pretty soundly by Dooku so I don't get why that would automatically put him above Maul?
Qui Gon hasn't done anything notable against Maul, on his own he got swiftly killed, just like Anakin was swiftly injured. When he was fighting with Kenobi they got kicked around quite a bit.
TPM Maul is also not near Dooku so I don't see how Qui Gon getting defeated by Maul is better than AOTC Anakin getting defeated by Dooku.
Yoda would stomp TPM Maul in about two seconds.
This is basically youth vs experience. I want to say Qui-Gon wins, I think he is more skilled, but the problem with him is that his greatest strength is his experience, Anakin is younger, faster, fresher, more athletic, more talented, he's in the prime of his youth. Qui-Gon's experience could only carry him so far against Maul, who was stronger, faster, fresher, more agile, more athletic, more aggressive, more skilled and more powerful than Qui-Gon. Granted, Anakin at this point isn't quite as good as Maul, but I think he has the tool set to emerge victorious because he has some of Maul's physical attributes, albeit to a less degree, so I would bet my money on Anakin for the majority.
