Hank has the powers of Superman, but he is not Clark/El/Superman. He is Hank/cyborg Superman. Just because they shared dna, doesn’t make them the same person. If you believe in the soul speech, they have different souls, that further moves them away from each other.

Do you consider a child to be the exact copy of their parents? Or a being that shares dna with said parents?

Here’s another one. Do you consider Superboy, a clone fo Superman. To be Superman then?

It initially came from the Cancerverse, where the Great Evil Beast stayed dormant for millennia. Michael Demiurgos and Dream of The Endless worked together to create the Oan race, hence where the GL wedding bands came from. They thought Evil Cyborg Superman would make a good host for the fear parasite.
