Are Quinlan Vos and Rey the only characters in new canon who can use this ability?

Why is it so rare among force users?

Cal Kestis used it.

Karr Nuq Sin uses it prominently as well, and it was also implied that Yoda might have been able to use it to some extent.

And I think Hidalgo stated that Rey wasn't using Psychometry in TFA.

I was thinking about a line in FACPOV, when Yoda touched Qui-Gon's robe(which had become his blanket by the OT), to see a glimpse of his old friend again.

Though now that I reread the passage, it seems less like Psychometry, and more like Qui-Gon leaving a trace of his essence in the robe that Yoda was able to sense.
