Did you now that Spider-Man has dodged bullets ( even machine gun fire) way more times then him being hit by them? He has even waited for a bullet to get within inches from him before dodging. He has dodge lasers using precog and moving right before the fire.

Most characters have low PIS showings. That's why we have FULL CAPACITY and no PIS rules here.
