Seems like the Entrophy thing could probably be dealt with by Surfer's own time travel powers and/or his ability to phase totally out of the physical universe all the way into the next one. As far as I know he's never countered a timestop cause it's not something that happens very often in Marvel. The closest he's even been to such a scenario I can think of off the top of my head is during the original Infinity Gauntlet and that's a very different situation than he'd be facing against Waverider if they squared off directly. Given his own past feats of not only time travel, but also direct manipulation of raw chronal energy I could absolutely see a writer feeling justified in giving him the feat should it become relevant and I myself personally lean towards him probably being able to do it based on logical deduction, but there's nothing that springs to mind to suggest that his ability to counter it would be a definite thing.

I wouldnt characterize is as "so rare". He doesnt use it as often as an energy blast for example, but i dont think it's so out of the ordinary.

I don’t see why not! If he was able to resist reality manipulation, he should be able to do so with time as well, after all the first require both time and space to manipulate.

No doubt surfer is pretty versatile, but he doesn't have the same control over quantum energy/time than Waverider.
