Thank you for such an interesting question. One of the most unique characteristics of Doom is his intelligence, which allows him to do things that are quite astonshing.
In the case of the Silver Surfer, he built a machine that allowed him to transfer his powers to himself.
In the case of the Beyonders, if I recall correctly he had the assistance of the Molecule Man, who is one of the most powerful beings in the Multiverse.
So Doom's ability does not allow him to steal powers, but to build devices and come up with plans that allow him to use other things or people that can transfer the powers.

This was my point, he does not have those powers inherent to him, but rather he has the ability to find people with those powers, learn from them and utilize their knowledge. So this ability was not inherent to his own knowledge but something he obtained by knowing where to look and who to learn from.

Are you really that much of a fool? The term in X-men is omega mutants and refers to mutants that are at the peak of their respective abilities. Dr. Doom cannot be an omega mutant because he’s not a mutant. Do some research please!
