Looks like the animal is lashing out as cornered animals often do.If the worst case happens and he simply unleashed his entire stockpile against our capitals, would we be able to stop them? Our technology is cutting edge while his is ancient, yet there have been reports claiming hypersonic missiles are very difficult to defend against.
The US spends $10,000,000 per warhead per year to keep their weapons deployable. Heavy neutron source warheads (tactical or neutron bombs) have to have their material switched out between every 3 months and 3 years to keep them useful. Russia has, as of 2022, 5,977 nuclear warheads. Given a similar maintenance cost to the US, that's $59,770,000,000 per year. The Russian military budget is $65,900,000,000. The Russian government budget revenues are estimated to be approximately $200,000,000,000 per year.
You can come to your own conclusions as to the possible functionality of the Russian nuclear stockpile.
