I figured it out. Popeye had a psychological addiction to spinach, and his weakness vs bluto while not on the spinach is entirely psychosomatic.

It dawned on me after seeing a compilation of endurance feats in which he is not on the spinach. He shatters steel with ease and can no-sell an unsuspected point blank cannon shot to the back of the head. Lots of insane feats. He just feels weak and inferior when confronted by Bluto until he's had his spinach fix. Maybe he had height insecurity. Someone could create havoc in some vs forum with popeye

But, but, BUT.. what if Popeye's superpowered without the spinach, but needs the extra superpowering of the spinach to defeat Pluto?
