Might want to read that article again. Clearly the beeping sound would need to be louder, since the entire purpose of the modification is because hybrid engines are too quiet for blind people to notice them:

Under this law, car manufacturers have to provide audible alerts on hybrid vehicles so that blind individuals are aware of their presence.
By the same token alarms at crosswalks would need to be louder than traffic noises, and presumably construction sounds in the distance, or they wouldn't be much use for blind to use as cue's.
The beeping sound would need to be loud enough for a blind person that is close to the car to hear, as they're not worried about blind people half a mile away from the given hybrid or full electric car...
One of my cars is a hybrid, when I reverse it beeps, you can hear it but it's not noise-pollution-deafening.

By definition, the beep is louder than the engine. Otherwise there would be no need for the beep.

It's not louder than the engine when the engine is off, cos that's the point of a hybrid car, the engine isn't always on, especially at low speeds where the car is running solely on the electric motor and that electric motor is more difficult to hear to a blind person hence the use of some beeps.
