Likely because they still felt deep down that a ruling elite should be the ones making the calls, because the masses couldn't be trusted, it was the 1700s after all. Then again, the modern Republican party still thinks this way, they want less people to vote.

Mask mandates happened across most states in some form when the pandemic didn't just "little flu" itself out and 350+k people died in 2020 in the US alone. The majority of the States have Republican governors.
