Also, I think that when it comes to a certain tier of Uber-powerful characters, it gets a bit difficult to quantify outside a VERY strict use of panel feats. This is because their powers are so OP that it’s difficult to place them on a hierarchy.
Take Mxy, HoM Wanda, Franklin Richards, Michael and Lucifer, and Dr Manhattan.
To MOST observers their abilities would APPEAR to be very similar. A good analogy would be how an ant or termite would compare the destructive abilities of an artillery shell versus that of a nuclear weapon on its ant hill.
There is a BIG difference between the two, but to the ant or termite it would see the destructive effect as equal (even when it’s not).
So, it ‘is’ the abilities of Franklin Richards may appear similar to what Mxy can do, but we also know as comic book readers that they are VASTLY different.
Even though to our ant hill both of them will destroy it.
A Manhattan/ Perpetua comparison is even closer to this.
I am sure there is a difference, and future writers will come with fears that we can use to show A is stronger than B, but at that level of power it would be the ant/termite deciding if a Russian thermonuclear ballistic missile detonating above its anthill would be more powerful than an American thermonuclear ballistic missile doing the dams.
I am sure there is an academic difference and the yields could be different, but .....
