It's kinda difficult to determine these things tbh, as comic book wealth hits such an absurd degree that it gets silly. Roberto Da Costa's BFF is staying on Chandilar, and Roberto wants to hang out more. Solution? He buys their apartment building on the Throneworld of the Shi'Ar Empire, pretty close to the Imperial Palace.
After you get to a certain point, everyone is basically as rich as the plot requires.

10 yrs ago I would've said Batman. They both fluctuate. CatL18, you need to check out Stark's company. He has a giant Transformer/Megazord suit.

Tony imo. His money is a super power at its peak. That Solar weapon under Hickman is what sealed it for me.
I’d also say Tony wins, but I would also want to mention that the solar weapon isn’t what gives Stark the win.
Bruce, in one of his anti-JLA suits, had several miniaturized red suns in the knuckle section of his suit so he could punch Superman.
It’s obviously comic book ‘science,’ but the money to create red suns and then shrink them so you can have them in what must be specialized housings n your fist ...that must be hell expensive
