Lets say yes, but Frank thinks Cap started working for "the enemy" and was balls deep colluding with the CIA in smack and arms merchandising.

If they're both in character, I see Steve trying to talk to Frank and letting his guard down just enough to get at least wounded because Punisher would be going for the kill in scenario 1.

2 and 3 are Cap's fights to lose. Like 9.5/10.
