I stipulated that because they job the heck out of j'onn.
And that’s the key L9 ...that BOTH of them are at their best.
MM is, genuinely, one of the scariest characters around. Written well, he is like taking a type of Superman and adding high-level (ie global) telepathy to him. Not to mention phasing, invisibility and shape changing. MM is a scary character, and I mean normal J’onn operating at full/real capacity ...no need for Fernus even (obviously Fernus takes scary into nightmarish).
Silver Surfer though - now that’s a character that’s even more nerfed than even Classic Thor was to give us modern Thor.
Written at his best, the things SS can do would basically win this battle in a second. He is one of the most overpowered beings in comics, and the only reason he is used in versus battles is the fact that he has been really sat on by comic book writers.
If you considered all the various things Surfer has done in print over decades he would EASILY win most of the battles he is put in.
For that reason I will put Silver Surfer as the winner, in recognition that his ‘best’ is genuinely off the chart. He wins oh my book, and I am a person that really thinks MM by the way is sat on. But Surfer is genuinely ‘other level’ powerful.
Although - in a comic, you would probably have Marvel write Moon Knight putting Surfer in an armbar like Black Panther once did....
