Apoc was intended to be the mastermind behind the Weapon X project, I remind you.

They can both be viewed as Wolverine villains. Fatal Attractions, Jungle Adventure. That doesn't stop them from being larger threats, being the X-Men/X-Factor/X-Whatever villains. Semantics.

Not that it matters here. Even Jubilee would kill Arthur.
