Not these days it can't. Savage Hulk, is Banner's mind as he was when he was an infant, or toddler. That's the Hulk that HKH gave fits.

As they can change the weather with weapons Beast could time his attacks to weather weapon damage and agility strike like a weather strike as destructive as Storm.
