Although I do think we have to look at the circumstances, I do not mind anyone meeting with Modi, or Assad or anyone, politicians need to meet and negotiate with all sorts of unpleasant people. What we should judge is how they behave towards them and what they do for or against these people.

I mean that's a question about procedure, I would agree that it would be ideal if a country had a unified response in terms of foreign policy, on the other hand it is neither illegal nor uncommon for high ranking politicians of the legislative to visit other countries and meet with functionaries of the executive there. Additionally we must remember that the right to declare wars and similar lies with congress, so it is up to them to decide who is an enemy, and they certainly have the right to inform their decisions.
I do agree that it can be unseemly, similar to when the Republican congress had Benjamin Netanyahu hold an address, going right over the president during campaign season no less. These things can be inappropriate, but I don't think they should be forbidden.
