Cops have every right to assume they're life is in danger at that point.

Doesn't matter. It was opened and he reached in so the cops made a split-second decision that their lives were in danger so they opened fire.

Surtur and I already talked about it. And we are done.

I took the position that he didn't need to be killed and I supported my position with the less violent but more effective UK police. Surtur thinks the dude was asking for it and should have been shot based on all his actions up to the shooting.
