He's had several power upgrades since most of his matter manipulation feats so I don't see the moon being a problem:

The Power Cosmic allows Surfer to put together things instantly.

Superman is the fastest, then Green Lantern, then 1/5 Phoenix Host. The others will have to spend lots of time at it.

Kal had to put thought into what he was doing by placing every piece together from memory. Kal didn't have the luxury of effortlessly putting together instantly. Power Cosmic unfortunately allows that

Superman effortlessly put the moon back together, way faster than Surfer ever could.

that's not about Stormbreaker so yes applicable, Resurrection of BRB was only possible due to that not rebuilding the stormbreaker.
