Based on their encounters with Hirudegarn, Movie #13 SS3 Goku > Ultimate Gohan. So he *might* be in Boohan's realm of power.
That said, I doubt Goku can cause any damage that Boohan can't just regen from -- and Boo also has candy beams, absorption, and infinite stamina.
