I don't think he's entered angel tier quite yet imho, Moro never used merus' angel magic, only his own, only technique he used from merus was UI, and even then his body couldn't handle it. I wouldn't put UI Goku on the same tier as UI merus using angel powers tbh, I wouldn't even put him above non angel UI merus, cuz merus without UI was equal to moro73 who pounded UIO Goku, adding UI to both (with merus' skill undoubtedly being better, but even if you assume their UI is the same boost) would still put merus higher
I don't see him being anything other than fodder if merus then starts using angel powers tbh
But yea, even with that, I don't see anything about oob that would actually make Goku excited at this point, they'll probably just make his powers a lot higher than was hinted at EOZ, or make a broly on steroids kind of person
