The elder Kai did state that base potara fusion would handle buutenks tho. As for base Goku, well Goku himself didn't refute that (despite his very pompous attitude at that time), also it's not so far fetched IMO, cell games Gohan couldn't have been 3-4 times his strength in equal forms back in the cell arc, yet 7 years later and despite having a dead body, he was still within the ballpark (in equal forms), although stronger. So it's very possible that Goku didn't cover a 3M to 120M gap in just his base form (not counting KK ofcourse)
