Paragus vs. Nappa

Nappa probably. Weren’t their power levels comparable but Paragus seemed like a massive pussy.

Paragus had a PL of 4,200, iirc. So he was negligibly more powerful than Nappa.

But I'm not sure if Paragus even had ki control(I don't remember him using energy blasts and whatnot off hand.)

So yeah, I'd go with Nappa as well.
