Starbrand and probably Captain Universe were the most powerful Avengers, followed by Thor. Hulk, Hyperion. Followed by Adam, Abyss, Ex-Nihilo etc. were close afterwards. Then I'd say Smasher was next.
The first two were unreliable, when the fate of the Universe was on the line, they sent Thor, their best.
The Universe did not know if the Builders could be beaten or even injured as they moved across the Multiverse and had so far been unbeatable. Out of Ronan, Surfer, Gladiator, Hulk, Captain Marvel, Hyperion etc. Steve choose Thor to see if they could win.

Thanos stomped him (Hickman had a VERY high opinion of Thanos). All the other Avengers faced off, and were beaten by the much less powerful Black Order while Thor took on Thanos.
Imo, him matching off against Thanos alone was clear he was the heavy hitter. Hulk was implied to be the strongest.
He was literally the last Avenger standing against Thanos and the Black Order. He was still trying to push through Thanos' omni-blast while everyone else was knocked out. He also hit Thor with a cosmically charged punch, when a few pages ago a regular blow one-shotted Binary and easily knocked away Hulk.
