Belmod in the manga isn't the GoD that rivals Beerus. And with the exception of Gohan, who stood toe to toe with Kefla, the saiyans never really got all the insane buffs before they went into their ultimate forms. And during training before the Arc, Beerus casually one-shots Vegeta like an insect. I really don't think Ultra Instince Goku can push Beerus that far, to make Beerus run out of enough energy that base forms would hold any type of ability to hang on in a fight.

Beerus being able to kill his peers when he had the drop on them doesn't say much, and he wasn't strong enough to break through Sidra's barrier. And as Grand Priest pointed out, they hadn't really started fighting seriously yet. And while Beerus and Quitela were the last ones standing they were all beaten up, implying that the others took considerable effort to take down. So as I said, none of the GoDs are portrayed as being significantly stronger than the others.

As mentioned, they failed due to Beerus activating his version of UI(which allowed him to out-fight the lot of them), and then Beerus very nearly one-shot killed/KO'd multiple Destroyers with a single energy attack.
Literally NO reason to believe the Destroyers were restraining themselves, all context considered.

Grand Priest said that real match hadn't started yet and Goku said that it was going to get more crazier from that point on. The GoDs weren't restraining themselves but were capable of much more than what they have shown up to that point.
Beerus and Quitela were still standing but it was considerable effort on their part and were clearly exhausted. It seemed more like a rumble between equals which the last two barely edging out the others. Even every Beerus and Champa skirmish has the two being portrayed as being equals.
