If Ozy was fast enough to be catching bullets, then he should have been fast enough that he wouldn't need to block so many hits from Rosch, NO or Comedian.
And if he was strong enough to be sending grown men flying with a kick or so, then he should have been strong enough to be snapping their necks with a punch or two.
Now we could assume that the reason Rosch and NO weren't getting their heads caved in with his punches is due to Rosch and NO being excessively tough as is only normal for supposed "human level" superheroes (like how Natasha can survive a backhand from Hulk).
But if that's the assumption, then it means Ozy isn't really that strong either. That his feats are merely an exaggeration of stylized fight scenes. Which means he should still be roughly human-level in stats (or at least what passes for human level among superheroes) and that he should still be far below guys like Captain America or Brixton.
That's nice breakdown, but at the end of the day we see him launching grown men with casual attacks. We see him easily dancing around them and blocking them with contempt, not because he had to, but because he wanted them to know he was better than them in every way possible. That's why he let them go through all the motions to think they could actually stop him, only to tell them he'd pushed the button like an hour ago. And it was confirmed that even in retirement, Comedian was the best fighter and toughest SoB in the Watchmen aside from Ozy himself.
We don't have him with feats as high up as guys like Cap and Brixton, which is why I said I'd slot him down to Crew 7 and put Hobbs or Dom up at 8. But the feats he does have make him a low-end superhuman that can toss around humans of similar size like ragdolls. They even pointed out how you'd have to drive a car at high speeds to even crack the plate glass Comedian got thrown through. So he has a lot of comparisons on top of the shown feats.
Regardless of all that, he is beyond MCU Punisher, which was what my entire post was about. If Ozy showed up in the MCU, he'd be one of the strongest people we've seen after Luke, Bushmaster, Jessica, and Black Sky Elektra.
