I was thinking the same thing, War Machine is also a pretty good pick. I would say Broly would have had one of the better drafts.
Classic CC has pretty good showings physically vs Valor, Lobo and Superman (though there was context on that one, something about an energy he was giving off weakening him). With TK he had manipulated the energy constructs of Hal Jordan, Domestic, Kyle Raynot and Power Ring of the crime syndicate (has literally used their energy against them) and has TK shielded vs Omynar Synn. He has beaten Grodd with TP but he doesn't use it offensively very often. He did use it once to TP link the GLs, Controllers and Legion and has TP'd over 5 light years, plus tracked someone through a dimension and mind read a city.
Post resurrection Comet is no where near as strong or durable nor a light speeder any longer, but TP wise he casually defeated a dozen clones of his pre resurrection self as well as TP rewirèd the Wierd (who MMH couldn't even read and it took that same dozen clones to work together to alter a single memory). Je TP controlled Bizarro from quite a distance. He also TP made the Thanagarian and Rann Amanda's stand down and stopped a war though used a device to amp him.

since dc recent continuities merge all captain comet feats (adam blake) would count no matter which era
I think he is above the likes of Exodus, might be the most powerful low herald out of the bunch
geo-force is def top level in the high meta bunch as well

Either classic CC or post resurrection CC would be a low Herald. Combining those physicals with his post resurrection enhanced mental powers IMHO would push him firmly to the top of mid Herald maybe even into high Herald at the lower end. I don't think that would be fair in a tourney like this. On a tourney on CV a few years ago I asked for a composite CC because the premise of the tourney was superman like characters.
