How powerful was undead Palpatine at the start of Tros compared to ROTJ Palpatine?

Was he more powerful, just as powerful, or weaker? Does the book say anything about this?

My understanding is that he’s the same, maybe even more powerful. Just limited in mobility of course.

Kylo states his power was way more than anything he's ever felt before and Snoke has some parity to ROTJ Palpatine, so he must be more powerful than ROTJ Palps.

He has more power (at least his spirit which is what Kylo sensed), but at the same time he might not be able to use his full power due to the fragility of his clone body (otherwise he would risk to destroy his own body) which we know was not good enough to host his spirit/power.

How do we know that Snoke had some parity with ROTJ Palps?

Can it even being gauged given he was on a nexus?

No proof that nexuses work in canon like in legends unless you think Anakin was amped on Mustafar when he lost to Kenobi.

He potentially had the power of all Sith before him.

So... A LOT more powerful, if taken at face value.

And I have mentioned this before, but it's worth noting that The Star Wars Book makes no mention of Palpatine being 'amped' by the power of all the Sith before him. It does, however, explicitly note that Rey was tapping into the Jedi spirits of beyond, in order to defeat him. So if Palpatine was intended to have been augmented in a similar manner, it's odd that the Book wouldn't reference such an important fact.

ya i just like reminding folks that snoke is sheev's inferior in all ways

This is from Luke and the last time Luke would've seen Palpatine should be ROTJ. So this puts Snoke atleast near ROTJ Palpatine.

Or, as has been suggested, it might mean that Snoke's mastery of the Force is as impressive and terrifying as a Sith Lord's. Not necessarily the Emperor.

It's one of those things that will never be fully agreed upon.

Imo, the full context of the quote does indicate that Luke is drawing a direct comparison between the power of [RotJ] Palpatine and Snoke:
"Unlike Emperor Palpatine before him, Snoke was not a Sith Lord, but his mastery of the dark side was equally as impressive -- and terrifying."

If Luke were just comparing Snoke to some random/generic Sith Lord, he likely wouldn't have mentioned Palpatine in the same breath... But that's just my take.

And given the info we have now(ie. RoS Palpatine > Snoke), I don't have any problem at all with the notion that Snoke may have been on par with Palpatine's previous/weaker incarnation. /shrug

This seems more likely.

It's clearly to Palpatine. Why would it be an unspecificed Sith Lord, they don't all have equal strength it makes no sense for him to be equally as impressive to them.

The quote from Luke definitely implies that he believed Snoke was equal to ROTJ Sidious.

I'm sure Palpatine's undead clone is intended to be far weaker than he was in his original body in ROTJ, as his clone started to deteriorate right upon being resurrected, which happened moments after his first death. So if his clone body was dying out just by having to support the power of his original body, then it wouldn't make sense that he added far more power to it. That is why I think Palpatine as of ROTJ may have already been able to harness all the power of the sith.

Palpatine also claimed that Rey's body--likely due to having the same potential as his original body--was the only one strong enough to contain all the power of the sith. It would stand to reason that he came to such a conclusion because he himself was that powerful in his original body.

Creating a back up body specifically strong enough to contain all the power of the sith seemed to be the point from the start, and Sidious was working on that before his death at Endor.
