Which characters, in both Marvel and DC, are equivalent to or more powerful than Starro the Conqueror regarding only telepathy?

Starro doesn't have what I would call telepathy. Yes he can control minds but he does so through a parasitic symbiotic relationship. If one of his stars isn't on someone's face he can't just delve into their minds. He didn't actually mentally attack despero, Despero simply couldn't get to him through the millions of Minds linked to him through his spors

If what Beatboks is saying is the case then thats quite the limitation, having to have physical contact with a being either himself or through his spores in order to engage in basic telepathic feats even average telepaths take for granted.

Jarro, an offshoot of Starro that was kept in a jar by Batman, is apparently the strongest psychic in the DCU.

And doesn't block through his spores or uses physical contact.

And again, this was just Jarro. He's like a kid version of Starro, who was raised by Batman.

MMH is there, but Brainiac had tech that was blocking his TP, so it was all Starro there.

Not sure how your scan says anything contrary to what I stated. The sea of minds wàs to much for Despero who normally has no problem against a river.

Your original post was that you wouldn't call it telepathy as it is due to a symbiote - but HOW does he communicate with said symbiotes?

You also said it was 'millions' of minds - hence my 'not quite' - it was HUNDREDS of TRILLIONS.

And yes, he has pure TP.

Marvel telepaths normally scale to the Phoenix force or are just flat out more powerful than its users:

So the spores are ways to extend his range of influence but he doesn't depend on them for his mind control or telepathic communication. Its just that with them he can reach more minds than he could without their use. Cool 👆
