According to court filings and facts presented at sentencing, in May 2021, Liu and Rodriguez conspired to steal, forge, sell, and distribute COVID-19 Vaccination Cards to hundreds of unvaccinated persons. In addition to the cards, Liu and Rodriguez also offered buyers and co-conspirators false entry into government immunization databases.
Liu and Rodriguez went to great lengths to evade law enforcement and conceal the scheme. Members of the scheme used code words such as "gift cards," "Pokemon cards," or "Cardi Bs" to refer to fraudulent COVID-19 Vaccine Cards.
Liu also instructed his co-conspirators to communicate by encrypted applications and hide payment records. Liu and Rodriguez also disguised the source of mail items containing COVID-19 Vaccination Cards by omitting or using false sender names on envelopes.
As COVID-19 raged and hundreds of thousands of Americans perished, Liu exploited the pandemic to enrich himself, and push his anti-vaccine agenda, messaging a co-conspirator: "f**k the vaccine."
In addition, Liu specifically targeted the armed forces and their attempts to contain the COVID-19 pandemic. From approximately August 2021 or earlier, the defendant created and distributed false COVID-19 Vaccination Cards to members of the U.S. Marine Corps Reserve to help them evade its vaccination requirements.
Liu boasted to a co-conspirator on an encrypted messaging app: "you have no idea how many documents I have faked in my usmc (United States Marine Corps) career."

The vice president of a North Carolina county chapter of Moms for Liberty has been arrested on charges related to the January 6 attack on the Capitol.
According to court documents, Justina Guardino was arrested in Wilmington, North Carolina on charges including entering a restricted building, disorderly conduct, and unlawful picketing in a Capitol building. A PACER entry confirmed the arrest warrant, which was under seal until recently.
The New Hanover County chapter of Moms for Liberty appeared to have scrubbed any mention of Guardino from their website. However, an archived version of their site from April via the Wayback Machine showed the organization previously listed her as vice chair.

"We just stormed the Congress, and I'm going to tell you right now, it was wild," she said. She narrated the action as she clambered past broken windows and dodged clouds of tear gas. "Our eyes are burning, but you know what, compared to what our Founding Fathers did, it’s the least we can do."

Newly-Freed Rioter Rearrested on Federal Gun Charges
On Tuesday, Daniel Ball's case tied to the January 6, 2021 Capitol attack was formally dismissed after he received a full pardon from Donald Trump. But by Wednesday, Ball was arrested once more on a pending federal gun charge.
Ball was charged in May 2023 with 12 counts tied to the Capitol attack, including assaulting, resisting or impeding officers using a dangerous weapon, and using explosives to commit a felony.
In his new indictment, there is no mention of those charges, which Trump wiped from his record. However, Ball's two previous convictions—for domestic violence battery by strangulation in June 2017 and battering and resisting law enforcement with violence in October 2021—are detailed in the charging papers.
He is accused of possessing a firearm as a convicted felon, around May 2023.
Ball detonated an explosive device in the Lower West Terrace Tunnel, injuring several officers, including one whose hearing was impaired by the explosion for months.
