Yeah, if the T-800 is armed with a weapon, then it can be really bad for Joe. But the T-800 isn't equipped with a weapon. They specifically have to come back in time as an endoskeleton covered in synth skin as anything else will be destroyed during the time jump. Original T-800 arrived butt naked and had to go steal clothes and guns. So they're not something he just comes standard with.
You as OP can change it so T-800 has weapons, but if you give him his entire arsenal and give Joe nothing, then that's blatantly tipping the match to one side.
As for the strength of the T-800, you as OP again have to clarify which one this is. As the feats of one don't carry over to the other. The original T-800 for example would get tossed around like a ragdoll if it fought Pops, who along with the "Young Arnold" clone T-800 that fought him got a huge physical upgrade over almost every normal terminator in the series.
