Banning the complete Triforce might change things, but with the Triforce included the top 3 is going to be just "Links who had the Triforce", and that's aLttP, ALBW, and SS.
Without the Triforce things get a little harder to rank because 2D games rely on a bit of scaling for some of their feats. If you assume gear equivalency and some level of similarity in base physical stats between Links aLttP probably holds onto the top spot. The reason being if he's physically similar to the others and his gear is as good, you end up with a Link with fine stats but some of the best hax on the list. He'd likely lose a 1v1 to some other Links, but in a versus thread being able to become intangible is borderline cheating, and his medallion spells are shown to affect entire regions, so best hax in series.
The other defining factor on a Link tier list, if that's what we're doing, is possession of the Master Sword. That leaves you with HH Link, SS Link, OoT(/MM) Link, TP Link, WW Link, aLttP/Oracles Link, ALBW Link, and arguably LoZ/AoL Link. Also BotW Link who seems to exist in an AU, and Age of Calamity!BotW Link who exists in an AU of that AU.
Of the available 9 (or 10, depending how you interpret AoC Link) pot gremlins available my top picks are:
OoT/MM, aLttP/Oracles, SS, WW, and **** it, that's all, you get 4. Lists of 5 are overrated. I'm not going to order them because their relative power depends somewhat on scaling and statements.

And that's nice, but there are Link's that are capable of cutting the goddamn continent in half. Losing to a bunch of Guardians and letting a bunch of monsters wear him out is hardly "the best of the best".
With that said, BotW Link doesn't have the same kinds of direct feats the others I listed have. His implied power is great, but that applies to all Links, and most others have more direct showings.

Skyloft was cut out of the Earth and raised by the sword. For context, the Kingdom of Hyrule spans two continents per AoL, the Zelda Encyclopedia and IIRC also HH.
