He may be able to win a few against Mysterio if he gets in a lucky hit in despite Mysterio's illusions...
And maybe against Green Goblin if Norman's insanity and taunting gets him in close, instead of just carpet bombing Fisk from the sky... but that's a very unlikely scenario.
The only other one he stands even a remote chance against is perhaps Doc Ock... but I wouldn't bet on him taking more than 1-2/10.
