Well Perpetua and her progeny were certainly portrayed as being less capable of bending reality than Mxy. In terms of the feats that I've seen, Mxy looked to be above what was shown by Perpetua despite contrary statements.
Purely from a feats standpoint, I would agree.
On top of everything else he did, Mxy also "took a second" and destroyed not only the 5th dimension itself, but EVERY numbered dimension in DC(including even the fractional realms):
We even saw one of his rage-fits ravaging Hypertime here:
It ultimately culminated with Mxy destroying EVERYTHING in the entire damn company, leaving Mxy and Bat-Mite just chilling in the blankness of the Overvoid:
In the end, Mxy recreated all of it with a literal *snap*, and made plans with Bat-Mite to do the same thing "next Tuesday":

*Keep in mind that World's Funnest was released in 2000... And by that point it had already been WELL established that as you move upward on the dimensional totem pole, the more infinitesimal the entire 3D continuum becomes:

*And yes, Hypertime had already been introduced as well:

IOW, many of the same cosmological concepts that apply now, still applied then. Mxy destroyed the infinite 3D multiverse + EVERY past/present/future(ie. the trans-infinity of Hypertime), along with EVERY alternate dimension(inc. the 4th World and 5th dimension -- each of which are varying "orders of infinity" larger than the 3D multiverse)... Then casually remade it all, with no real effort whatsoever.
I still maintain that no comic character even remotely approaches Mxy's feats there. That being said, Mxy himself stated that Manhattan was superior to him, and I do take that at face value. Hence why I can get behind the logic that Perpetua(a peer of Manhattan) > Mxy as well.
