Flash did reverse time when charging the motherbox prior to resurrecting Superman, so he was already breaking that rule. Either way, Superman is too fast for any Hulk.
Both Supermen are way faster than any of the Hulks. SC Superman is the fastest, but even CW Superman was already fast enough to easily react to bullets as a teenager:
